How a Singapore public healthcare group hit 98% compliance training completion

The challenge
A public healthcare group operating multiple hospitals, clinics and community care services, employing over 5,000 frontline healthcare professionals, needed to deliver mandatory compliance training on data protection, cybersecurity and hospital safety, without pulling doctors and nurses away from patient care.
With hundreds of staff working high-intensity shifts, classroom training was never realistic. The group's existing approach, static e-learning portals and email notifications, wasn't built for a mobile, time-poor workforce. Completion rates stalled at 45 to 50%.
The admin burden was just as heavy. Nurse managers spent hours chasing non-compliant staff and tracking spreadsheets by hand, time pulled straight from clinical duties.
The solution
The group partnered with Red Airship to deploy Blip, meeting staff where they already were: on WhatsApp, on their own phones.
Instead of long modules, staff received 90-second gamified micro-lessons straight to their devices. A Secure ID authentication system let staff onboard instantly via QR code or broadcast message, with no app installs and no new hardware. Automated nudges kept engagement up, and a live admin dashboard gave leadership real-time visibility without manual reporting.
Timeline: The pilot process took 6 weeks. Content customisation and enhancements were ready within a further 2 weeks, clearing the way for organisation-wide rollout.
Blip stood out as an innovative approach that targeted the problem directly, rather than adapting a tool built for desk-based staff. It addressed the group's pain points at the source: mobile-first delivery, no app to install, and automated tracking in place of manual chasing.
That approach was tested in a pilot programme with strong, measurable results. Within the trial group, Blip achieved 100% completion within 48 hours, alongside overwhelmingly positive feedback: 77% of participants rated it “very effective” for learning, and 89% found it “very easy to use.” The organisation-wide rollout followed this successful pilot.
The results
When scaled to the wider organisation, the results held. The group achieved a 98% completion rate, with most staff finishing mandatory training within 48 hours of release.
The shift to automation removed the need for manual follow-ups entirely, saving nurse managers an estimated 3 hours per week, time reinvested straight into clinical oversight and patient outcomes.
“We trained 5,000 staff on cybersecurity and achieved a 98% completion rate. This has been one of the most effective engagement outcomes we have seen across our training initiatives.”

89% of pilot participants rated Blip “very easy to use,” and 77% found it “very effective” for learning.
The business impact
The solution didn't just move a metric. It de-risked the organisation, ensuring thousands of frontline workers stayed current on critical cybersecurity and safety protocols, while turning a compliance burden into a routine, low-friction habit.
Future outlook
The group is now exploring how to extend Blip's reach: scaling to headquarters staff and introducing randomised question banks to reinforce long-term retention as the organisation's needs evolve.
